Ready mixed concrete products (also known as premixed or bagged concrete) include everything in one bag: cement, sand, and aggregates. You only need to add water to use it immediately.

However, in construction, even among professionals, the terms ‘ready-mixed cement’ and ‘ready-mix concrete’ are frequently used interchangeably to describe premixed, just-add-water concrete products.
